JOB TITLE:                  Principal Designer/Health, Safety and Environment Advisor (PD/HSE Advisor)

REPORTING TO:          HSE Director

PURPOSE AND SCOPE:

The role of PD/HSE Advisor is to assist Caledonian Modular (CML) in fulfilling CML’s statutory principal designer (PD) duties as body corporate and health, safety and environment (HSE) obligations in construction, modular fit-out and civil engineering projects. To contribute to the continual improvement in CML’s HSE practices across business activities, including: manufacturing, procurement, logistics and warehousing.

To maintain and develop positive stakeholder and team relationships, in order to promote CML and assist it to meet its objectives and legal obligations. Including:

  • Clients, designers, principal contractors (PC) and contractors
  • Regulators such as HSE, EA, Building Control as required and identified
  • External construction, design and management (CDM) working groups
  • External HSE Auditors and Consultants
  • Internal and external supply chains

ESSENTIAL REQUIREMENTS:

  • To ensure the delivery of an effective corporate CDM and HSE service to ensure CML meets their statutory responsibilities and provides a safe and healthy working environment for clients, colleagues and those affected by our undertaking whilst operating in compliance with company policy and procedures.
  • In addition, the provision of programmes, policies, procedures and initiatives to deliver a positive step change in HSE performance across CML with specific focus on the efficient and best in class delivery of CDM integration, training, behavioural change programmes, business winning support and HSE KPIs
  • To monitor general HSE legislative requirements, in particular CDM, across all CML construction projects to ensure compliance is achieved and good practice industry standards are maintained
  • To act in accordance with the behaviours and values of the business
  • To comply with and contribute to the improvement of operational and team processes and procedures
  • To assist with the preparation and execution of the team’s objectives, budgets and financial records
  • To identify opportunities and implement change leading to team development, system improvement and good value for money
  • To carry out any further reasonable requests from your line manager

RESPONSIBILITIES & DUTIES INCLUDE:

  • Routinely review the CDM/HSE policies and management systems within CML, to ensure that structures and working arrangements are designed and implemented to facilitate integrated working across all aspects of the group, ensuring high level of risk management performance is achieved
  • Drive continuous improvement in risk and compliance performance within CML to ensure that structures and working arrangements are designed and implemented to facilitate integrated working across all aspects of the business to ensure high performance is achieved
  • Roadmap the development and implementation of CDM/HSE risk management policies and procedures, lead working groups and represent CML on external groups and bodies as directed
  • Provide professional advice and guidance to Clients, Designers, Principal Contractors, Contractors and colleagues on CDM/HSE and wellbeing
  • Ensure there is a comprehensive range of training programs in relation to CDM/HSE management and support operational management to ensure all colleagues  are appropriately trained and made aware of their responsibilities in relation to CDM/HSE
  • Support ISO Compliance and the maintenance of  business, accreditations and other relevant developments and develop strategies for their implementation where necessary
  • Report to the Senior Management Team monthly advising on CDM/HSE performance and highlighting salient issues/solutions
  • Undertake accident investigations and prepare accurate and professional reviews including appropriate recommendations where necessary
  • Create meaningful networks of people across the business landscape to gain better insight into and impact within their role and how CDM/HSE supports within the group
  • Promote CML’s vision and values to internal and external stakeholders, for CDM/HSE to drive continual improvement across CML
  • Provision of accurate and timely CDM/HSE data to internal and external stakeholders as required
  • Develop, maintain and implement CML CDM/HSE performance leading and lagging key performance indicators (KPIs) and improvement programs, including accident/incident trend analysis
  • Develop a positive step change in CDM/HSE leadership by the implementation of behavioural change programs
  • Where there is a material breach of HSE and/or standards pose a significant risk to CML, stop works on site and advise all parties on steps required to enable them to recommence
  • Review engineering drawings and designs for manufacturability
  • Support vendors as needed during fabrication
  • Managing projects and coordinate all procurements and fabrication to meet the program cost and schedule requirements
  • Work closely with Designers/Engineers to create final drawings
  • Interface with review team to assure customer satisfaction with design
  • Work alongside the manufacturing team to ensure overall program quality, delivery, and cost objectives are achieved
  • Establish key CDM checkpoints and governance to assure compliance to design, manufacture and construction
  • Ensure the timely completion/handover of key project CDM information
  • Ensure pre-construction, construction and post construction information is suitable and sufficient e.g. Design Risk Assessment, Construction Phase Plan and Health and Safety File

KNOWLEDGE AND SKILLS:

  • Previous experience in similar or supporting post where a ‘step change’ in CDM/HSE performance was delivered into the business
  • Experience of delivering and implementing CDM/HSE improvement programmes with demonstrable commercial results
  • Excellent communication skills (verbal and written), with the ability to work across all levels of an organisation
  • Ability to work autonomously and recognising when the relevant Director’s involvement is required
  • Tenacious approach, always looking to find out more regarding latest legislation and good practice to ensure compliance and greater governance
  • Problem resolution and strong reasoning skills with the ability to construct sound and positive challenges
  • Ability to assimilate information quickly from a variety of sources in order to form a coherent fit for purpose response
  • Ability to prioritise and focus upon key deliverables and activities
  • Deliver objectives in accordance with annual risk management strategy and review
  • Undertaking CDM audit programme and report to the key duty holders on outcomes
  • Devise strategies to minimise accident rates and insurance claims
  • Excellent communication and presentation skills in a variety of formats to different audience levels and types both internally and externally
  • Ability to prioritise and manage conflicting projects/demands, individually and as part of a team
  • Used to acting on own initiative and taking ownership of project issues and solutions
  • Positive mental attitude – “can do attitude”, resilient and the ability to work under pressure
  • Ability to anticipate, understand and respond to others’ needs and positively influence
  • Strong decision making and problem management skills with attention to detail
  • Ability to work flexibly i.e. outside of recognised normal working hours to support business needs as required
